In the morning of 30th March 2016, in Ha Noi, the signing ceremony of financing agreement for "construction of Wastewater collection, treatment and drainage project for Phu My new urban area, Tan Thanh District, Ba Ria-Vung Tau Province” between the PC of Ba Ria - Vung Tau Province and the Ministry of Infrastructure and Environment of the Kingdom of the Netherland.
This is one of the signing ceremonies within the framework of the 5th meeting of Vietnam – Netherlands Intergovernmental committee on climate change adaptation and water management.
This financing agreement shall be from effected in about 13 years (3 years of construction and installation and 10 years of operation), started from 30th March 2016 with an amount of non-refundable grant is about Euro 12.4 Million (of which: about 9.6 million Euro for construction phase and 2.8 million Euro for the first 10 year of operation and maintenance phase).
The wastewater collection and treatment capacity for phase 1 of the project is 29,700m3/day, using the proprietary treatment technology Royal Haskoning DHV.

Reportedly, Phu My town is recognized as urban grade 4, as a transport hub where has important industrial parks, seaports of Ba Ria-Vung Tau province. However, about 174,000 people are now living in Phu My town still discharge wastewater directly into the environment without being treated.
Some industrial clusters and parks in the region have not any wastewater treatment plants meeting the standards. This is the cause of environmental pollution in both the residential areas and industrial clusters and parks.
Therefore, the construction of complete wastewater collection treatment and drainage system for Phu My new urban areas becoming an urgent issue and the first priority for economic - social development in the future of Ba Ria Vung Tau province.
When being completed, the project would form a network to collect the wastewater from households and 350 small and medium enterprises in the project area to the wastewater treatment plant.
Reportedly, the project Employer is Ba Ria – Vung Tau Urban Sewerage and Development Company (BUSADCO). This is the first scientific and technological business of the country, which is now managing 6 project using ODA funds of the Governments.
In addition, there are Vung Tau Wastewater collection, treatment and drainage project (ODA of French Government); Ba Ria wastewater collection and treatment project (ODA of Swiss Government); Long Dien wastewater collection and treatment project, Ba Ria-Vung Tau province (ODA of Spanish Government); Vung Tau Wastewater collection, treatment and drainage project – second phase (ODA of Spanish Government); Long Son – Go Gang wastewater collection and treatment project – Vung tau City (ODA of Belgium Government).
